With individual heating and cooling, each building requires space to install heating and cooling equipment. With DHC, however, space can be used more effectively since the entire district’s heating and cooling equipment is concentrated in a plant. For example, rooftop areas that otherwise would be covered with such equipment can be used to install green spaces or solar panels.


The Basic Agreement on Town Development under Minato Mirai 21 provides guidelines for urban planning in the district that strikes a harmonious balance between urban spaces and waterfronts, the sky, and people’s ways of life.
The agreement includes skyline stipulations that control the heights of buildings so that the seaward vista can include orderly, expansive views of the sky above. DHC contributes to the formation of such a harmonious skyline.
